The game is a sandbox environment, and while there is no strict rule on winning the game, the game of the player is over when the player's nation is removed, or annexed, from the map. These nations range alphabetically from Aachen to Zuni. Players can choose to conquer the world by military might, become a colonial superpower, establish trade dominance, etc. The player does so through their choices as sovereign of their nation, and through the spending of resources available to them: Prestige, Stability, Gold (Ducats), Manpower, Legitimacy for Monarchies, Republican Tradition for Republics, Devotion for Theocracies, Horde Unity for Hordes and Monarch Power (Administrative, Diplomatic, Military). The gameplay requires the player to lead a nation by finding a balance of military, diplomacy and economy. Each of these provinces contribute to their country either positively or negatively, as provinces can both provide resources to a nation and serve as a point of unrest and rebellion. The game itself is an interactive map of Earth divided into the provinces that compose nations. However, if you are more into story elements then CK 2 is on a different level to the rest.The game has been formed to begin historically, with events occurring when they did in history. EU IV is the purest map painter of the current titles so if that's your thing it will qualify. Personally I'd say it depends a lot on what you're looking for in a game. To OP: EU is the most developed PDS title so it's not surprising that many would say it's the best. There are some 4x out there that aren't turn-based (distant worlds: universe for one) but yes, most of the big name ones are turn-based, likely due to turn-based making ai programming easier (which makes one wonder how Firaxis gets it so wrong). Why do we take turns moving troops? How does that make any sense? Makes it more annoying to play. I personally find turn-based for a strategy game to be awful and painful to play as well as really nonsensical. The only thing I can give credit to Stellaris for is the fact it's real-time and not turn-based like every other 4X game seems to be for some reason. Then they decided to turn it into just another boring hyperlane 4X except not as good as the existing ones. 1.9.1 was actually on the way to being quite a decent game. If you just want the list of most useful DLCs: None of the DLCs will totally transform EU4, you either like base game enough to wish there was some extra button or expanded feature and then buy DLC which adds these, or you find EU4 confusing and boring and there is not point spending more money on it.

I would put them in this order: Hoi4 (with mods), Eu4, Hoi4 without mods (but with the DLC, as they are actually worth the price. I garentee you that the game you buy today will be almost unrecognizable in six months to a year. I would suggest staying as far away from Stellaris as possible, because the devs are more worried about scamming new players and ignoring old ones, and constantly change fundamental concepts for no reason whatsoever. If you don't like to use mods, Eu4 is the best of the bunch, because it's 'easy to learn and hard to master', but is still good fun no matter where you play on the map. Kaisseriech, Millennium Dawn and Equestria at War are all Stellar additions to the base game, with kaisseriech actually making the game playable and the nation's unique. Although it has tons of bugs and problems that the devs don't give a crap about, Hoi4 is awesome if your willing to use mods.
